THERE IS A NEED FOR EVERY PAKISTANI, INCLUDING EVERY JUSTICE OF THE HIGHER JUDICIARY AND EVERY GENERAL, AND HEAD OF EVERY POLITICAL PARTY TO READ THE FOLLOWING, AND THEN TO ASK THE RIGHT QUESTIONS.
1. I have built two Power Stations, Jamshoro and Muzaffargarh and set up Fauji Kabirwala Power Station to its Commercial Operation. The former were Oil fired, while the Fauji was Gas fired. The Gas fired Plant is more complex (specially if the gas is low BTU, like we use in Fauji Kabirwala), followed by Oil fired. The coal fired are based on technology invented over a century or may be two centuries ago. Gas fired is the cleanest, after hydel. The costs are highest for gas fired followed by Oil based and the lowest are for Coal based systems.

Chinese technology is one of the least efficient in the world. They entered the manufacturing market last of all and are still learning this art. POWER PLANTS ARE ALL ABOUT EFFICIENCY and the Chinese are the most inefficient at this point of time. If I were to choose I would not touch the Chinese Coal fired Plants with a long pole.
2. In 1994 Power Policy, the Profit allowed (called IRR in financial terms) to the investors was 17%. It was considered too high and Benazir Govt came under a heavy flak for allowing this un-precedented profit. However it resulted in Pakistan getting huge investment in the Power Sector from all over the world. Resultantly, 18 Power Stations (called IPPs) were set up. All these power stations had state of the art machines.
3. When Nawaz Sharif’s Govt followed Benazir’s, a lot of witch hunting was done by it through Saif ur Rehman as to the Kickbacks passed on to Benazir, because allowing 17% IRR was considered a plunder of the National Exchequer . ( Saif ur Rehman even asked Fauji Foundation to appear infront of the committee, which comprised Saif Ur Rehman, Raja Nadir Perveiz and Capt Haleem Siddiqui, all PML (N) MNAs). Myself and our Director Finance, Iltafat Rasool Khan represented FF. As we sat down with the Committee, Saif Ur Rehman asked if Benazir had demanded any kick backs from FF. Iltafat Rasool Khan replied ” Saif Sahib, we are faujis. We do not give kickbacks, we give kick in the back”. The meeting was over but Nadir Pervez and Haleem Siddiqui, who had burst into a laughter, were still laughing their heart out as we came out in the hallway.
Nawaz Sharif during his two stints and later Pervez Musharraf had reduced the profit allowed to investors from 17% to 15%. Now that NS has allowed the Chinese based investors 27% profit, it is really a mother of all rip offs. Remember that when GOP lays down 27% return the smart investor, who has hired the services of the best professional in the world, actually walks away as much as 10% extra because our Govt baboos cannot match the skills and committment of the investors. We can infer that the real profit (IRR) which they would bag would be around 37- 40%.
4. The accepted price for State of the Art Plants, (Coal fired), around the world is in the range of USD 1.0 million per Mega Watt. Coal fired plants are getting out of usage in the world because these are considered to be the worst environmental disasters. On top of that Chinese are poorest in technology. China itself is coming out of Coal fired technology and is palming off their dirt to Pakistan. A Power Plant has a 30-40 years of life cycle. So we would be stuck with this highly pollutant technology for the next 30 to 40 years, at one of the highest power rates. The future of our next generation has been sacrificed at the altar of Sharif Family. I cannot even tell you to cheer up.
